TOWN MANAGEMENT

The Town Management team supports Town Council in administering the Town. The Town Manager’s Office is responsible for implementing Council’s decisions and carrying out its political will.

As such, while facilitating and maintaining links between Town Council and the municipal managers, the Town Manager’s Office:

• Plans, organizes, manages, controls and coordinates all services provided by the Town;
• Provides information for decisions on various major strategic files, including budget planning;
• Drafts various reports and recommendations and submits them to Town Council to ensure that measures are implemented with an eye to efficiency, cost-effectiveness and promoting the Town’s advancement and the well-being of its residents and local businesses;
• Represents the Town’s interests to senior levels of government, as required.

CONTRACT MANAGEMENT

Process for Awarding Contracts

The Cities and Towns Act establishes the legal framework governing the awarding of contracts by municipalities. In general, the allocation procedures differ depending on whether it is:

• a public tender for a contract involving an expenditure of $ 100 000 or more;
• a call for tenders by invitation for a contract involving an expenditure of at least $ 25 000 and less than $ 100 000;
• to award a contract by mutual agreement involving an expenditure of less than $ 25 000.

Contract Management Policy

Pursuant to the requirements of Bill 76 passed by the Quebec government, the Village of Senneville has adopted a contract management policy governing the award of all contracts entered into by the municipality and involving an expenditure.

This policy aims to promote transparency in the awarding of municipal contracts, and this, while abiding to the rules relating to the awarding of such contracts under the laws governing the functioning of municipal bodies.

Call for Tenders

The municipality publishes its calls for tenders on the SÉAO web site, the local parers The West Island Chronicle and Cités Nouvelles (view links hereafter) and the Constructo paper depending the estimate and nature of the contract and paper deadlines.
